Dr. Wily spent so much money on outfitting the tank with Met armor, he couldn't afford to give it better weaponry than a mettool shooter. The massive cost of making things out of "Mettornium" is why only things like mettools' helmets and sniper joe shields are made of the stuff, and even then, it's usually only a coat of a few millimeters thick.
